This is from a 1994 with mechanical lift pump. They have a similar plate.
The GM service manuals don't show the torque for the oil return to block on a turbo.
" small bolt (metric) 72 in. lbs. - large bolt (SAE) 24 ft. lbs."

 

I own a 95 service manual but i cannot find torque value for these bolts.
