Ditto :: I soaked the nuts with penetrating oil ( Acetone & ATF) for two or three days. Then I bought a 12mm box wrench witch I shortened with a die grinder. Plus a lot of swearing I finally got her done.
Difference in power once blocked?

Back to the egr block-off plate issue , If your truck has federal emissions FE9 I believe- Will set egr flow dtc but NO ses light .

I sprayed the 2 12mm bolts with penetrating oil let sit for 1hr. Bolts came off no problem at all was really easy . I use a 12mm wrench wrench had a lil bend in it so it worked great near the heater hoses etc. Problem I had was the blocker plate I purchased from American Diesel performance was not cut right!! I had to grind it down several times to get it to fit, this took the longest time.. 1.5 hours complete job. Test drove it seems to pull alot harder now and a consistate pull!
