The wastegate is not going to operate (no boost) until you are moving down the road.
It will not function by reeving the engine while parked.
Post up a photo of the wastegate solenoid showing the vacuum lines on it.

I've squeezed WD40 in ACDelco 2141073 Turbocharger Wastegate Solenoid. I knocked gently.
Unfortunately, no improvement. The Westegate actuator as it stood stands.

What can I check next?
Verify you have 12v. power to Solenoid

Here is the oldest test I learned.
When engine is running, the wastegate actuator is not suppose to be move-able.

I won't agree with that. In a colleague's '96 GMC Savana, all you have to do is start the engine, increase the engine speed and the mechanism works. You don't have to drive, the gearbox on P

Yes, it's 12v on the solenoid

It's the same with me. But it doesn't change when you're driving or when the engine rises

With the vehicle sitting, the engine at idle, your turbo is not going to build boost and move the actuator.
You should not be able to move the actuator by hand

No. He has exactly the same thing as me:
  • a mechanical vacuum pump. ( I have an electric one )
  • westegate solenoid valve
  • westegate actuator
  • turbine
His actuator works, mine doesn't

As Glagulator mentions above in post #21, post up a video or photos of your wastegate solenoid with vacuum lines and some general shots of the Turbo.

With the engine running at idle, can you move the actuator rod in this picture by hand?

If you cannot move it by hand then vacuum is being applied by the solenoid and is working
If everything is working, why doesn't the westegate actuator want to slide out and run the turbine?
That's the mystery.
Is there anything else that can inform the engine that there is a good turbine?

Next, with your Tech II connected, take a video, with some assistance, of the live data on the screen and take a drive showing some in-town driving and then highway driving.
Post the video up so we can view the data

I don;t think it is moving that much when idle.
You need to watch it when it is running about 40 mph or some speed.

I can only set 3 parameters in Tech2 Live Plot.
Which ones can be set for preview?
