I have 285's on and the dealer corrected the spedo with the tech 2 for me, now i have the evo , question is when i reprogram the pcm with the evo's program "setting 2 currently" does it go back to 265's setting ? do i have to reprogram the evo for tire size also?

I dont think dealer can correct your speedo w/tech ll for 285's. your best bet is to verify with a gps.
I found that the closest setting for my truck with 285"s is 2600mm on the evo. is is within .5% gps verified.

yes the dealer has 285 setting on the tech 2 i seen it my self when he programed it , still need my question answered please , if i use the 2600mm setting on the evo would my spedo be way off because the ecm was programmed with 285 first?

The dealer can only program the ABS side of things. Verify this with a GPS.

Once you have confirmed this you can alter with the Evo and you will have what you want...
