I lifted the front wheels off the ground today to check if I needed new pitman and idler and the wheels were not locked. Key was off. I could turn them both directions all the way. Is something broke?

They took them out for safety. Early C5's would engage while you were driving down the road. So they canned it.

You need them.

But if you want to test it leave the LH wheel on the ground and jack the RH wheel off the ground via the a-arm. You may also want someone to hold the LH wheel to further resist motion and/or lower tire psi/ park on a coarse surface...
