I'll do my best to answer your questions:
1) Prices are discussed via pm to keep it off the board. when i set the board up, i wanted to give people an opportunity to participate in group buys, if they so desired. i don't encourage or discourage it. i'm indifferent as are the rest of the mods for the purpose of operating this board. while we provide a conduit for members to discuss group buys, we prefer them to discuss the pricing via pm's as the board has nothing to do with pricing. using PM helps to reinforce this point.

3) that is entirely up to the individuals involved. the forum has nothing to do with the details of the transaction. think of the forum as an ad in the paper. those who are interested respond. those who aren't do not.
4) the vendor rules for the forum are laid out for everyone to see in the vendor forum. that is all vendors go through. we do not do any type of "background check" as we DO not vouch for the validity of them. we merely make sure they do not negatively bash eachother.
5) That is a decision that each individual must make given the product or service in question.
6) That is a question for the vendor, not the forum. I would suggest a PM to the vendor in question. However, I will say this: many business offer bulk discount. This is no secret. They make less margin off more product to make the sale worth their while. eventually too low a price is not worth the time/effort. Group buys may be considered "buying in bulk" hence the lower price.
