I am a first time diesel owner so am not sure the reason for this?

Now that it is cold where I live, I wait for the "wait to start" light to go out, then I start the engine. I then notice the voltmeter stays around 12 volts for about 10 seconds and that the head lights are dim during this time. The voltmeter then jumps up to 14 volts and the head lights are bright.

To me this signifies there is a big current draw during this time. Is it that the glow plugs stay on until a predetermined cylinder temperature?
