I just bought a set of chrome H2's off e-bay and plan on a leveling kit. Seems the Cognito kit is the way to go now I just need help on tire size and what I need to do to clear them, with NO RUBBING.

Stay with about a 33" and Cognito 2-3 kit and you will have no rubbing. I just did a truck with H2's and 315's. We did a pretty good amount of trimming and they worked but I would say it took more than most want to see on there truck. I'll have pic's this week.

It seams guys run 285-70-17's as easy as running 285-75-16's on stock rims even without a leveling kit.

i think a good size to go with is a 305/70/17. you will probably have to do alittle trimming to fit but i think it would be worth it. not as much as you would have to with 315s, which would be a half inch taller and wider.

You are cheating though with the aftermarket front bumper. The stock front bumper looks much less forgiving!

No kit required with 315's if you don't mind a little rubbing.
305's and smaller will not rub on most trucks, again no kit required.
Suggest your try the tires first. If they rub more than you like or are willing to trim then get the kit.

What would be the best width and backspacing for the 17's to run that tire?

best width for a 17 and a 305 i think would be 8-8.5" 5.5" BS will allow less rubbing and trimming, a 4.5" BS will require more trimming. a h2 wheel is 8.5" wide and has 5.5" BS.
