More then likely the cable is fine, but the shoes are out of adjustment. Our trucks use a "drum in hat" style ebrake, meaning that the ebrake is seperate from the main braking system but uses shoes on the hub portion of the rotor, if you remove the rotor, you will see what I mean, there is an adjustment in there similer to the starwheel of days gone by, just give it a few clicks and clean the dust/glaze from the shoes with some course sandpaper, IIRC they are also adjustable through the backing plate. This is also a good time to inspect and make sure those pesky axle seals are not leaking.
