E-Brake tool and adjustment

I have a 2005 Dually Silverado and my NY Inspection is due this weekend. All is well on the truck expect for my E Brake adjustment. I replaced the shoes on it this summer but didn't adjust them before putting the drums back on. I have an old Z shaped tool that does not seem to get the job done and was wondering if anyone might suggest a better tool for the job. I was told that turning the tool toward the axle if the way to go yet I am not feeling any progress with that older tool. Also is there a way to adjust the pedal in the cab ?

i uses a regular flat screwdriver on my old 6.5 dually

I am not sure about the newer trucks but on my 94 dually, on the driver side along the frame in front of the rear tires there is an adjustment for the e-brake cables.
While turning the adjuster you should hear "clicks" if you don't you are most likely not turning the adjuster. It can seem like forever when the rear shoes are way out.

Since you said "installed the drums", I'm guessing you have rear drum. The park brake rachet has a slack compensator built in and here's the procedure.

Parking Brake Adjustment (w/Rear Drum)
Important: The following service procedure must be performed to in sure the proper adjustment of the park brake system.

Ensure that the park brake is fully released.
Pull the release handle and pull the pedal to full release position, while at the same time pulling the cable strand through the cable conduit.
With the pedal secure, pull the cable strand until the adjuster fully takes out the cable slack, and the adjuster is fully wound.
While maintaining tension on the front cable strand, install a pin through the hole in the cover, pedal, and past the adjuster and into the hole mounting bracket.
Release the tension on the cable strand.
