Block Heater no go

hey guys just wondering if nebody know of a way to check the block heater i have had it plugged in for a few days and nothing has worked.

check it for open resistance.
How cold is it where you are? To a coastal guy, it seems that Iowa would be plenty cold enough.

I plug mine in with an extension cord that is plugged to an outside circuit on the house. Occasionally, the GFI trips out the circuit. Didn't even notice it after we put away the Christmas lights. Sounds obvious now, but I guess...check for AC.
check cord and element, had cord plug end (molding) go bad 2nd year, replaced end. check for continuity first, then worry about value. element is around 1000 watt.
