I took off the stock on the front end and there is a metal sleeve between the two rubber bushings. It appears to protect the threaded shaft that comes out of the top. Does this need to go onto the bilstiens, because they did not come with any metal sleeve? And they do not appear to fit.

Take off the old shocks and throw away. Do not concern yourself with what the OE did. Use only the Bilstein hardware. The rubbers have a ring that will poke through the hole in the a-arm and keep the shaft centered
