1. Describe the problem you are having in detail:

I have a 1999 c3500 dually with the 6.5 turbo and one day on the freeway it died and after some time it was able to crank over again but had a really rough idle then after a week of sitting it will crank well and on rare occasion it will start but will idle rough with plenty of white smoke and I haven't been able to figure it out

2. Year of truck/engine. 1999 6.5
3. Odometer reading (indicate miles or kilometers). 284k mi
4. Indicate the model number on the Injection pump (starts DS4 or DB2......). ds4
5. Indicate if you know if it’s a 1500, 2500, 2500HD, 3500, 3500HD. 3500 Ls
6. Do you have an EGR on the engine? (An F or an S engine code 8th VIN digit) F
7. Air Filter condition (visual check). Brand new cold air filter
8. Fuel filter condition (freshly changed, mileage since changed). Not sure when changed personally put less than 1k on truck
9. Location of PMD/FSD? (ex. on pump/remote over intake, behind bumper). under radiator bolted to bumper
9a. If remote mounted, describe wiring harness (homemade or purchased from which vendor). purchased before I owned truck
9b. Indicate the location and condition of the FSD/IP grounding wire. ontop of ip cleaned
10. Outside Temperature (C or F). 40-50F

11. Service Engine Light while running?- on
11a. Service Engine light does glow during start/cranking/bulb check: Yes
12.Have you scanned for engine codes? Yes
12a. List exact results on engine codes. none showed up

13. Condition of Battery terminals cleaned and tightened
14. Known condition and age of Batteries. less than year old
14a. Are batteries a matched set of same age? yes
15. Condition of Major Grounds cleaned and tightened
15a Have the batteries been individually load tested? not yet

16. Does engine crank, or "turn over"? yes
16a. Does engine start and run? rarely
17. If engine does not start- Crack injector line: do you have fuel? Yes

18. Does your Wait To Start light come on? yes
18a.Number of seconds WTS light is lit. 20-30 second
19. Engine Cranking speed (if you have an accurate tachometer).

20. Are you experiencing Stalling? yes once started
20a. Describe the event Cranking long time and mostly doesn't start but puts out white smoke
20b. Do you notice loss of dash or instruments? no
21. Check turbo inlet and air filter for obstructions. all clear
22. In a no-hot start, pour a bottle of room-temp water on the injection pump. Does it start now?
23. Lift pump test - Describe results. good stream of fuel

24. Upon cold start, does the radiator hose get hard quickly? Yes/No
25. Upon cold start, do you have excessive white smoke? Yes
26. Do you have excessive cranking time before the engine starts? Yes always has took a bit of time
27. Have you used the block heater? Does it affect engine starting? yes use for a couple hours for no result
28. Are all glow plugs in proper working order? yes from what I can tell

29. During hard acceleration, do you have excessive black smoke? Yes
30. Do you have any unusual exhaust smoke issues?
31. Turbo check out - Pass brand new turbo
32. Indicate fuel that you are using: Bio-Diesel, #2 Diesel, SVO/WVO, other regular pump diesel
32a. If running Veggie Oil fuel setup, indicate details of your conversion (homemade or packaged system).
33. Are you using any fuel additives? If so, please list.
34. Upon unscrewing fuel cap, do you have a large vacuum formed in the tank? No
35. Do you have any service history available that might pertain to the problem you are having? no trying to get service history from company that owned before
36. Please indicate any modifications to the vehicle that might help us diagnose better. just cold air filter and boost gauge

Welcome

Open your fuel cap. Do you hear a large "Whoosh" sound? If so, you need to modify your fuel cap or replace with a diesel rated fuel cap
Try another "Known working" PMD w/resistor installed.
If no change then disconnect the PMD from the relocation harness and plug it into the OEM harness on the Injection pump.

Open your fuel cap. Do you hear a large "Whoosh" sound? If so, you need to modify your fuel cap or replace with a diesel rated fuel cap
Try another "Known working" PMD w/resistor installed.
If no change then disconnect the PMD from the relocation harness and plug it into the OEM harness on the Injection pump.
I do not get the whoosh and I tried both my old PMD that I know has the resistor and the new one that doesn't appear to have it and the same results just cranking and occasionally sounding like it wants to crank over

Install a piece of clear fuel line on the return side of the injection pump to help locate any air in fuel issues ( shown in this link)

If your CEL is on and lit up while running There should be codes stored. Did you use the proper OBD2 scanner?
When you checked grounds. Did you check the main PCM and Glow plug relay ground on right side rearmost intake manifold bolt? Should be 3 wires connected to it. 1. 10ga wire for GP. 2. 14 ga wires for inside cab electronics like PCM

Sorry its been awhile busy with work, but updates I knew the ignition switch was on its way out because it was a problem that was rearing its head for a while now but still no start get fuel at all injectors except on cylinder 8 not sure if I just haven't bled enough but have done the clear line replacement on the fuel return and all good on that end and on the service engine light I'm an idiot because its on when the key is on the run position but not when it when it did start up and run beforehand

Do 15a? Load test the batteries?

Just got new batteries and it will start for a few seconds to a minute but with a real rough idle so I'm trying bleeding and it seems like passenger side cylinders aren't getting as much fuel
