Is there a pinout for this tcu to be able to do a standalone conversion?

To be able to answer your question a bit better we need to know some vehicle info ( Year, Make and Model ) and list any mods done.

Welcome. The 16147609 TCM is for 91-93 4L80's.
What year is your tranny?

It’s a 95, but I was gonna try and wire it up to work with a mechanical engine.

The 16147609 TCM needs the front ISS and rear VSS signal from the 4L80, and the VSS signal at the rear of the x-fer case. Your 1995 tranny would need some of the older internal solenoids and maybe other stuff to work correctly with the 16147609.
You need to check if your 4L80 has that rear VSS, most were not there when used for 4wd and the tone ring in the 4L80 was not there either. If there is just a plug at the VSS then look inside to see if there is a tone ring.
The TCM will need a TPS signal and an engine RPM signal. There are several ways to get the RPM.
There is another TCM that is for the 94-up 4L80. You find them in commercial rigs with the "Y" non-turbo 6.5
with 4L80 tranny. Unfortunatly they were never sold with 4wd so low range does not work.
They are also used in military humvees and those have 4wd with hi-lo range.
I can give you pinouts for any of this stuff.

I would love that tcu pin out and those 4l80e pinouts.
Are the old solenoids 100% loads instead of PWM?

The main problem is the force motor works at a different freq.
