OBS wheel repaint

I want to re paint my steel wheels and polish the beauty rings to get em looking nice, and I was wondering, if I’m repainting the wheels the same color that the steel is (becuase I’m just trying to get them to look brand new oem) should I still apply a primer after I sand and clean the wheels? Or no because I’m painting them that same steel color? I’ll add a picture of my buddy’s rally wheels he re painted for reference, because that’s how I want mine to look. The picture I attached are his after he painted them and I want that sort of

Primer is nothing but a bonding agent, so it's supposed to help the new paint bond to the surface. However, nothing sticks as well as the original finish, so don't take them all the way to bare metal if you don't have to.

Primer doesn't necessarily protect against rust through, for that you need to treat the metal with etching and probably use a primer and sealer or a combo of both (primer sealer in one).

If the silver is dull I would repaint, but the first time you install the beauty rings it'll scrape the paint surface where they mount. Give the wheels ample time to dry before installing the beauty rings.

If you want it to stay looking good I think your only option is the full treatment, get it blasted and powdercoat. Even if its only a fair weather semi show car a rattle can job isn't going to hold up.
