06 c5500 po606 and u3100 code

2006 c5500 213,000 miles.
The truck started cutting out for a split second at Highway speed. You could see the tach drop and the truck would cut out for a split second. Everything stays on just the tach would drop outm
Getting po606 code and u3100 code.
I replaced the pcm had a local dealer flash the new one.
I cleaned all battery connections stripped the engine harness over top of the motor repaired worn or damaged wires. Removed fuse box checked and cleaned all connections in and out. Cleaned all chasis grounds on front passenger side of truck. The truck is still bucking and will derate.
Any ideas or places i could look to try to get this thing straightened out would be greatly appreciated.
