Front receiver hitch for 2003 2500hd

Almost all the front receiver hitches are connected to the tow hook frame mounting holes and protrude below the bumper assembly which puts them lower than ideal(imo).
As usual, I saw a pic of one but don't remember where, where the receiver was mounted directly out of the tow hook holes in the bumper, not below the bumper, gaining about 6" clearance. Do any of you know if this configuration is available commercially or was it a custom build?

Not sure the difference between 02 and 03 but here's a look at the 02 I had with a frt hitch. I made it myself and it came through the plastic under the bumper. The cross piece was mounted to the bottom of the frame
