Your fuel mileage will drop a tad with tow/haul on. I generally leave it off unless i am climbing, or descending a steep grade. With only 5100lbs behind the truck you won't even know it is there, what is to question about the towing ability?

Manual says below 75% of CGWR then tow\haul isn't required. That is in the neighborhood of 16K lbs and your looking at 12.5K so your well under. I use it when accelerating and take it off if the roads are like 50MPH to get better mileage. On the highway I leave it on and 6th gear kicks in at 60MPH or so. With your load though you can certainly elect to leave it off all the time.
