Why can't we run 19.5 aluminum inners????????

I have a 07 with the weld velociti 19.5 wheels and steel inners but it seems that it is hard to find a true straight steel 19.5 inner for these new duallys. The welds are lug centered so why couldn't a guy put like a aluminum eagle or some other hub centered wheel on the inner?Seems like there should be plenty of stud there to do it with the outers being lug centered.
