4800 rpm that just free spinning with no load on the engine I think the ecm cuts fuel at a certain RPM

4800 is when it is being used under engine braking -- so 'reverse' load, but no fuel.

ECM will defuel it at the 3450 'max powered speed'.


The 4800 is useful to know (so as not to be worried about it) when it decides to do a downshift to provide additional braking during a downhill stretch.
