Seen a couple pics on here of chaffed wires near the intake air heater, have a look for that. Should be a green connector that plugs into the intake heater assembly, about 3-6 inches down the harness from there I have seen wires chaffed.

Probably means that the intake heaters do not cause frequent problems.

I took a look at the plug wires and no chaffing, and I also checked the big power cable hooked up to it and verified power,so I have no clue on what to do next with it.Does the CEL also reduce power when it's on?

The CEL will not reduce power with this code, it could cause hard starting in the cold due to the heater not working though. The code diagnostic on SI says after checking all the circuits between the heater and ECM if they all test normal it's likely the heater itself failing.
