Why do later model 6.5 engines have more power?

I read that 98+ engines have higher power an torque output than earlier engines. The big question for me is 'why'? What did they change to make the power output higher?

More importantly, how hard is it to make a 93 engine have the same output as a 98+?

GM changed the tune on the PCM to make more power. To try to keep up with Ford and Dodge till the Dmax was brought out.
You can make more power in your 93 by turning up the fuel screw on the IP, adding more boost, and 4" exhaust
