Setting timing w/ GMTD Scan Tech

There are other threads on this, but they are not yielding the info I'm looking for.

I just put and engine in my suburban. It was a 6.2 out of at CUCV. I put my DS4 injection pump on it as well as other 6.5 accessories. Hard to get started, but once running it sounds very nice and runs well.

It has codes:
19 - Crankshaft position reference error
88 - TDC offset error

I hooked up the GMTD Scan tech and had the following readings:
TDC offset = -.07
Injection Timing (desired) = 14 degrees
Injection Timing (actual) = 0 degrees

I hit the TDC Time Set button, which put everything to zero.
I then did a TDC learn. Engine stumbles and I get TDC offset of 2.02
Injection Timing (both actual and desired) stay at 0

At this point the engine is running worse than before doing the TDC learn. If I shut off the engine, then restart, all readings are back to zero and engine runs well.

I have rotated the pump all over the place and always get the same results (offset = 2.02, timing 0). The engine will run better or worse depending where the pump physically is, but the readings are always the same.

I'm not sure where to go from here.

For any timing adjustments make sure the engine is run up to operating temps ( 190*+) Anything below those temps will not allow any adjustments

All codes must be cleared and stay cleared.
Ignore "desired" during time set and TDCO.
Start with fuel shut off solenoid on IP vertical or marks on timing cover and pump lined up. The width of a pencil line is a large adjustment on these.
Getting the IP set to -3.5 while in time set gets the IP in the correct range. Setting the TDCO kind of fine tunes it. I set TDCO to -1.80 to -1.90. It will rattle quite loud on a cold start but quiets down once warmed up.

I have cleared the codes 19 & 88. The service engine light goes out for about 2-3 then comes back on, and if I read the codes again, 19 & 88 are back. The engine responds to where I rotate the pump to, better or worse. Where it is right now, the engine runs and sounds really nice. No matter where I put the pump though, I'm getting the same readings, and in most instances, the engine runs worse (stumbles more) after I run the TDC learn. If I shut the engine down, then restart, it is back to running nice and smooth. Of course, I still have codes 19 & 88

This is something I'd considered. I didn't want to jump to just buying a new sensor. But if others are thinking that, then I'll replace it and see where that takes me.

What does the crank position sensor look at? The crankshaft itself?

Cps "looks" at the reluctor on the crankshaft timing chain sprocket.
