Where did you relocate the pmd to? If the extended cord was tugged on or snow packed it into the fan...idk. just a thought

The only sure way to confirm PMD is with a running 6.5. That's why most of us carry a spare and hopefully it's a proven good spare.

I about got frost bite one winter with a new faulty PMD that was bad new just sayin.
This is why I have a glovebox full of known good PMD's including one already mounted on a heatsink LOL. I got burnt once, never again.

When you clean the Optical Sensor, did you put it back exactly as it was?
The OS have to be put back exactly where it was to the dot without very little tolerance.
If not, then you will have a potentially expensive paper weight.

Have you tried to start with your scanner connected to the ALDL port and on? Clear codes first.
Also check the extension harness for the PMD. ( if you have one) If it is one of the imported ones they do go bad.

I figured it out. It turned out to be the extension cable from when the PMD was relocated. It doesn't seem to have been damaged in the accident but there were some hot spots on the cable. In retrospect, I had trouble starting it the last few times it did start and I attributed it to the extreme cold we were having here in the northeast.

Thank you everyone for the suggestions....

Sounds like a Made in China, poor quality harness issue.
There are lots of those being sold on the internet!
Glad you found the issue and thanks for keeping us updated

so back to no start. Apparently the harness that the extension for the PMD plugs into is what has been bad. When I put the new harness on it must have moved it enough to make contact. Today I went to start the truck and it wouldn't start. I removed the extension and it started. Put the extension back and it started. I am going to replace the harness on the injector pump. My question is do I have to remove the intake manifold to do this?

If your PMD is relocated, no you do not remove the intake to replace the extension harness.

If you have the PMD in the OEM location then yes, you will need to remove the intake to replace the OEM harness
and you need to use caution removing the harness from the fuel solenoid or you'll be replacing the IP as well.
