is the vacuum pump working? if not the waste gate wont stay closed and it wont make boost thus causing the smoke.

Yep, check that the vacuum pump is working and that ALL vacuum plumbing is leak-free.

A new wastegate solenoid won't do squat if there's no vacuum (or not enough) to close it.

Is that 15 psi boost at.... idle?... Must be a bad MAP sensor, idle dont produce boost.

You can try swapping the APP with a known good one.

Is that PMD relocation done just prior to the problem?

the boost is at idle which i know it shouldn't be that, or even produce 14 lbs of boost at all. the pmd was replaced in january, it is the one fromm ss diesel supply the whole kit. would the map sensor kick a code?

It should have about 15 PSIA at idle and the MAP reads in PSIA, so it is normal.

What kind of boost numbers are seen under load? Any codes at all?
