OK, i'll bite, what is it?

Looks like some heavy steel to make a bung?

Aside, don't you just hate that damn aluminum paint? A year later the damn aluminum still rubs off when you touch it, or have you found a better brand?

its a fuel sump, or, if its not pulling fuel from there a tank drain, some pull the fuel from the bottom of the tank, mostly cummins guys, we are just using it as a drain... did it like that to save money, last time it cost us $120.00 to buy a bung, and have it brazed/silver soldered to the bottom of the tank.... this cost us $4.00 for stainless bolts...... and some time...... found that after the aluminnum paint is on, and not super tacky anymore, to spray it with clear.... best clear i have found for it is VHT high heat stuff....
