https://www.riv.ca/VehicleModifications.aspx

The link to the metric speedometer thing doesn't work, maybe because they got rid of that requirement in the last 5 years but I know a few people who had to have it done (and it was that the metric had to be larger than the imperial and odometer switched to kms) I went to transport Canadas website but there were dozens of pages to read which i have no desire to do. Possibly the reason your 'burb didn't need it was because it's more than 15 years old after which time Transport Canada doesn't seem to care about it so long as it has not been seriously modified (like a motorcycle being made in a tricycle or a van being made into a motorhome etc...) Same for daytime running lights

Don't need no stinkin' speedometer, on second thought, until you're asked do you know why you were pulled over and then told to step out of the car, turn around, install some shiny chrome bracelets on you (new bling for the day ) and TAKE you to jail, then YOU will be thinkin' about the stinkin' speed-o-meter.....

I don't think I explained it well. Your burb is before DRL came in so it doesn't need them. Anything manufactured after the law date does, sometime in 90's. I'm very sure on this one, guys who bring D-max's up have had to add the module from anything I've read.

here...

Looks like you were right under the wire on your burb for needing them.
