2008 Chevy 2500HD low power on start up

The truck is stock with 139000 miles. On start up, especially on very hot days, the truck starts fine but has very reduced power and makes a strange whining noise. I have difficulty leaving my house and getting on the freeway at a safe speed (more that 40mph). After driving it a few minutes, it just starts driving normal.

Took it to the dealership and they couldn't find the problem (yet found $3k of other work). There are no engine lights on the dash and they evidently got no codes.

Recently had a check engine light. The dealership replaced a glow plug in order for me to pass a smog check (California). Now it is doing it in cold weather.

Does anyone have an ideas? I'm not a mechanic, so please be patient with me. Or if there is a trusted source, besides my dealership, in the Sacramento, CA area that I could get a diagnosis. We are needing to sell the truck in a few months and don't want a problem with the sale or beyond.

I would check air filter, fuel filter, batteries, charging system, MAF, MAP, Temp sensor performance. See if anything looks out of line. Do this with the engine exhibiting the problems you are complaining about.

Have you changed the fuel filter?
Are you using an additive in your fuel like anti-gel?

I would try replacing the fuel filter. One time i was a past due on changing mine and it started getting very laggy. But if you want to REALLY help you injectors and the rest of the fuel system put an airdog 100 lift pump on it and just delete the factory fuel filter housing (its super easy FYI) the liftpump has 2 filters on it anyways. It REALLY woke my truck up when i put the liftpump on
