Flap on Bumper for Transmission cooling

There is a flap behind the front bumper that direct air flow. Should it be angled down or up? I recently had a problem that I created by flipping the licence plate up. The dealer thought it should be angled up. But doesn't look right to me. Can some one check their 07 classic and tell me which way theirs is angled?

Don’t know what you’re talking about up or down.
There’s only one way to put it on.
The two large tabs rest on the bumper and the back is held on with 2 push/pull pins. If you look through the to openings the pan says Diesel with the part number under it.
The pan looking from under neath spells leseiD
