Question about ODBII Torque app

I'm using a Bluetooth ODBII scan tool from BAFX Products along with Torque Lite for Android and the MPGs it shows are way off. Generally it's showing about 6mpg only reaching 9mpg once when coasting downhill. I've checked all the settings and don't see anything that can account for this. By comparison, all the temperature readings seem dead on. Has anyone experienced this?
