I have a 99 sd f-350 dually powerstroke that will not start.I was driving to work not over a mile from home when it started acting like it had run out of fuel,it was towed home.I changed the fuel filter, and filled the filter with fuel.I tried to start and would not,it would start when i sprayed wd-40 in the breather, would quit running when i quit spraying.Someone give me some ideas as what to check please.

Normally I would look at the cam sensor. But if you spray wd-40 and it runs I'm thinking fuel pump. Drain the filter andcrank it over and see if if fills with fuel.

Doesn't sound right. If it cranked but wouldn't start I don't see how it could be the batteries. But I see new problems everyday.

the fuel pump has to have so many volts to work.

The pump is mechanical it does not take any power to run it. It runs off the cam.
