2005 Silverado Dually D/A
(1) Does the DIC have a "change fuel filter" message? (similar to "change oil message)
(2) Went to drain water from the fuel filter no water or fuel came out...why?
(3)I find it hard to get to the filter with a filter wrench,,,advice?

1) Mine does.
2) Did you open the spigot enough? I tried it once when I first got the truck. I opened the spigot on the bottom of the fuel filter and held a small coffee can under it and got plenty of fuel to come out. No water. I have since decided to just trust the water in fuel sensor.
3) Me too. I used a nylon strap wrench and went from below by removing the plastic wheelwell.

#2 you need to loosen the bleeder screw
#3 get a filter wrench with a swiveling handle

To remove my filter, I bought a strap wrench that uses a 3/8 ratchet. Works just fine removing the filter from the top. It a little tight but putting in an EGR Blocker Plate was more difficult.

I belive I successfully replaced the fuel filter on my 3500 Dually D/A without removing the wheel well.
Unhooked the water sensor, unscrewed filter then water sensor on old filter, screwed water sensor on new filter, screwed new filter back on, primed, and closed bleeder valve...then attempted to start the truck...truck started in first try and I'm assuming it would not start if filter was not on tight enough

Yeah just get a filter wrench that's big enough to fit around the filter and make sure the handle will swivel up. It will come right off. Putting it back on was a ***** but I finally got it. Comes off clockwise I believe...
