Come to find out it had a special relay or moduel in the fuse box under the hood in the starter spot. The thing was remote contol and used on the new cars to prevent thieft. Anyone know where to get these? If you want something that will at least stall a pro, I would do something custom, like put a switch inline with the ignition wire or ECM power wire or something...
