Does any one have any idea why my cruise is jerky when I'm going down a slight decline and it's using very little pedal, is it to much timing at lower rpm?

Yup. The fueling tables do it too. The EFILive 3D/2D graphics are a great tool for finding and correcting "lumps", "Jumps", and "spikes".
