When looking at several tables (e.g. D5002) in the Allison tuning I see a Pattern C called "4WD lo"...since the shift speed is rather close to the normal or T/H I assume it does NOT mean you are running in 4WD LOW....
Please help me understand this one...

Anyone?

That table is used when running in 4LO.

Trans will see same speeds, just reduced in the transfer case. Input and output of the trans speed sensors will read the same in high or low.

Trans output speed sensor is on the back of the T-case.. So it sees the reduced speed. If the output speed sensor were on the adapter housing then your statement would be correct.

I would say the ali never sees Patern C or there is an error somewhere. Any chance there is another speed sensor before the tc?

No.. There are three.. Input, which picks up engine speed at the torque converter. Turbine which picks up turbine speed. And then ouput which picks up output shaft speed.

Does that mean if I had a switch parallel to the 4low activator I could run a 3rd programming option without actually being in 4low?

No.. because it would be expecting to see the 2.72:1 reduction occurring.. But since you fooled it, it wouldn't have shifted, and still have a 1:1 ratio and then you're PCM would think there is something wrong with the T-case actuator.. Because it never made the range change. :D

Most of these systems are closed loop and hard to fool.
