I came across a set of new replacement fenders for 98 and earlier trucks that have functional vents in the side similar to an old Trans-Am. I would be interested to see if this would increase air flow through the engine bay and lower temps, or maybe increase the airflow to the filter. They ran about $150 or so each and have to be painted, unless you like black primer.
I'll post the shop name/link if there is any interest.

Most of the new ton-and-a-half and two-and-a-half-ton trucks have gone to that style intake.
It would be cool, if some form of centrifugal water filter is in the design, baffle or scroll-type.

beware - new aftermarket parts suck, alignment usually not the best, however there are a few that are pretty good, try to stay OEM. Maybe add the vents to pre-existing fenders to keep body lines in check

Reminds me of the '70s era Z28 fender louvers dad had cut into his 1975 K30 fenders to vent heat from the 454 he has in the truck. When it's sitting there idling, you can feel the heat boiling out of the vents.
