is the engine running cold? maybe thermostats are stuck open? bad coolant temp switch?

Timing is easy to set, provided you have the IP wrenches and turning tool and a scanner

what is your timing currently set at?

Vehicle weight, tire diameter and differential ratio will determine fuel economy figures, not even to mention driver habits.

You could have the timing checked, which will also determine timing chain wear

Retarded camshaft and IP will drop fuel mileage

11 MPG is weak. Make sure the turbine spins freely.

11 mpg sounds like it's in warm up mode. is the engine coming up to temperature? Get the timing checked and find out what the engine temp reading is at the same time. It should be over 180 when it's warmed up. If below 170, it's dumping fuel trying to get up to temperature.
