Is there a way, like a chip or something, where you can use the phone part of onstar with another service??
I know it won't be easy, but I just wanted to know if it could be done.

Most likely not... Cingular uses a totally differnt digital communication scheme (GSM) as well as a differnt frequency band...All the internal components would have to be changed

I beleive you can use Verizon which is CDMA.

Affirmative on Verizon, but you must pay $10 per month extra, plus you must sign for the plan that allows this option. You are basically buying one plan and sharing the minutes between the two phones, OnStar and your cell.
