Fuel relay clicks on then clicks off. There is power to one pin all the time, the other pin has power for a second and then clicks off. Checked all the fuses i could find but can't get the fuel pump to run. The truck started when I put fuel in the throttle body. Any suggestions? The relay is new.

ECM will energize the pump relay for a short time when you turn on the ignition to pressurize the fuel system (the relay has 12 volt positive to one terminal, and the ECM sends the ground). When the ECM senses the engine cranking (through the pick up coil in the distributor IIRC), the pump relay will be energized to send fuel to the throttle body. The fuel pump will also be energized once oil pressure builds up through an oil pressure switch located behind the distributor, near the sender for the gage.

I would jumper the relay to send 12 volts to the pump, and then check for fuel pressure and try and start the truck. Sounds to me the pump is bad. Common problem.
