If AFR is a concern when tuning other types of internal combustion engines, why wouldn't it matter when tuning a diesel?

Because on diesels the AFR can range from 12-1 (hammer down) to 200-1 or higher (going down hill). Remember diesels don't control power with a throttle plate, but with the fuel injected into the cylinder. Seems like it would be in the "now that is interesting" catagory.

I understand the diesels operating characteristics. Are you saying that if I take a diesel engine running at WOT on a dyno and vary the AFR from 10-1 up to 200-1 that power levels will remain unchanged? Or is there a point in between 10 and 200 that offers more potential?

It is not the same AFR across the rev range. In short, it is not a parameter that applies well to diesels.
