Looks like a electric heated and powered hot pressure washer. Can't you find any ID tags?

if they it was gas or diesel fired heating, there should be an extra box on that flat area.

It is a electric ran fuel pump, diesel fired and WAS a gas engine powered water pump. The heating coil and fuel pump seem to work when plugged in. Here are some more pictures. There are no model numbers or anything like that. I was told by the previous owner that they just hooked a cold water pressure washer up to this and used it as a burner only.
