Defuel all seems to defuel during shift change.
I would think Defuel 4-5 locked shift would mean defuel on level 4 and 5, but it doesn't feel like it does. What does this setting do and what is locked shifts?

Locked shifts are when the touqconverter it locked for 1:1 defule is when it fules normaly or less then it should fule to keep the trany safe and keeping it going

that doesn't mean power levels 4-5.. it means Gears 4-5. You can defuel all shifts or just the 4-5 shift. If you purchased your Edge/*** used you can download a manual for it at www.edgeproducts.com, I would suggest thumbing through it before changing anything or playing with stuff. They recommend you don't run Levels 4-5 without tranny mods.
