Lately the engine has began to surge. I was told a new fuel filter would
take care of that but unfortunately it didn't.
Anyone out there who can help?

Where is the fuel pressure regulator? How hard would it be to replace myself?

bolted on the rear of the injection pump,25 torx.if your mechanically skilled start pulling parts till you can remove it.you can replace the regulator without removing the pump.use a good torx bit,they are tight and if you strip the head you are screwed

I had the surging idle. My dealership did some type of pressure test and told me it was fine. Then they handed me a memo from GM that said that a lopey idle was a characteristic of the engine and was normal. I put in 4oz of Power Service Diesel Kleen every two tanks and it cleared the problem right up. Hasn't been back since.

If it's not the FPR look at the fuel rail sensor. dave

Did some one add a power box ?
Some brand power boxes have a little surge around 40 mph ?

Thank you to all who replied to my query
I did take Tel9000 advice ( Its a long weekend here in Canada so I couldn't see the dealer) and added some injection cleaner to the fuel tank.
After a short trip the surging was gone and the engine runs nice and
smooth again...
