If you were to setup a wvo production, how could you sell it? Is there a tax and license issue?

Of course I would test, but could we setup a club for fuel? And who would be in?

Not sure if you are meaning to sell WVO or biodiesel (doubt many will buy wvo to go in their Dmax), but the rules and regs are the same. In most states, if you sell the material for use as a fuel, you have to collect taxes on it. You could dye it and sell it as "off-road" fuel, I suppose and maybe get by, but you might want to check out all applicable laws before going forward. The govt gets pretty worked up over taxation issues and they will come get you if they know what is going on.
