Do you have to change front gears as well when swapping rear end ratio on a 4wd?

Yes you do. unless you want to destroy your transfer case and some other stuff. both sets have to be replaced

So the other gear set is in the transfer case then? Or the front diff?

Technically, you could just change the rear, however you would no longer have 4WD because you would have to disconnect the front drive shaft as your F&R gearing would now be mismatched.

Aprilwine is correct. Therefore, it's highly recommended to replace both the front and rear gears to keep 4wd functioning properly. I can get any parts you might need for your axles including ring and pinions of any available gear ratio, all the install kits you might need, etc. Let me know if I can help.
