I have been told by a repair shop that I need an ECM. THey are telling me it $380 plus $160 to flash it plus labor to install it. Is there someplace I can pick up a used one or a remanufactured one? I have a 1999 GMC K2500 with a 6.5l diesel engine. I figure the last one I had lasted 10 years so I feel pretty sure that I don't need to buy one from the factory. A rebuilt on should get me through for a few years.

Are you sure you need the ECM first?
There is only about less than 5% people needs ECM. The other 95% are misdiagnosed.

They had a guy come in and test the wires to the ECM and determined it was the ECM

Starts up first thing in the morning fine always. Then during the day it is hit or miss if it will start. The IP is 9 months old, the LP is new, the OPS is New, the pump is getting fuel and no air in the line. The PMD was swapped with a new one and it still won't start. There are no codes showing any problem with the IP. They have had an electrical guy check the wires and grounds they are all fine and he says it all point to the ECM

ECM's do fail. I had a ss diesel reman fail in less than 1000 miles. It was the last thing I suspected. I chased EVERY wire to the ecm and checked outputs of the sensors. Drove me nuts.
Rockauto.com should have a good price on a reman.

THe prices on the ECM at rockauto seem good. Where can I get them flashed in Orlando and what is the average cost for flashing?

I had the PCM output for the wastegate solenoid go on my 94 about two years ago. I got the number off of my existing one and googled it. Found one on line at a scrap yard for $150 (if I remember correctly). Was an exact plug and play fit.
