To whom it may concern,
I would like to introduce myself and tell you of my thoughts and ideas that would help our commonwealth community. My name is Jake Pettes I am married to my lovely wife Andrea and father to my newborn baby girl. I am writing you this letter in search of your help for our community in this commonwealth in regards to ATV riding.
ATV Riding is an excellent source of fitness, entertainment, and companionship for men and women of all ages. However the areas available for people to ride in this community legally are slim. The problem of not having places to ride legally bring up situations that not only can be harmful to landowners that riders are trespassing on but rise and extreme danger to those who are riding if there was a injury incident due to the remote locations that most riders go to be able to ride.
Area’s riders typically visit are quarries or gravel pits that are monitored by MSHA for the health and safety of its workers not for the riding community. The owners of these gravel pits have a loss at stake due to the fact from having processed material that is potentially cross contaminated by ATV’s riding throughout their facility in which can bring a potential profit loss to the business.
From an environmental stand point to access some of these area’s to ride there is a huge factor of erosion, silting into wetlands and disruption of wetlands in the act of gaining access to these riding areas.
I am from a construction background in trade and have worked in the field my whole life and carry my construction supervisor’s license with the commonwealth. I have also enjoyed ATV’s for the majority of my adolescent and adult life. My main concern above all others is safety examples of questions a parent should ask themselves are:
Do I know where my child is when he goes to ride?
Are they following the buddy system?
Do they have a way to contact someone in an emergency is there cell coverage?
Is anyone in their group first aid or first responder certified?
In an emergency is there access to emergency personnel?
The chances are that not all the answers to these questions are yes and to me that is a problem to many children have injured themselves and have died due to the fact of not being in a controlled safe environment for riders. All too many people have been injured further from not having proper care after the accident furthering their injuries.
My mission goal is to create a Non profit organization geared to rider safety and respect for land owner’s property. I want to create a place where riders can go to ride legally in an environment geared to the sport. The mission is from the heart I am the person that is dedicated to helping others and that person is dedicated to making sure that those people make it home at the end of the day safely.
The mission is a grass roots movement that needs state backed support. Our commonwealth people need this for a litany of reasons. This mission can stimulate growth in our commonwealth by creating jobs for the people who will help run the operations of the organization. The funds to motivate this movement will be from registration fees and passes to use the facility. The non profit organization will utilize every dollar that it receives in profit to improve the organization and reach out to the commonwealth community to get children involved.
The location of the facility would be set in a commercial setting away from residential neighborhoods and in the scope of the mission it should be a parcel of abandoned property that is owned by the Commonwealth not generating any revenue or taxes to the commonwealth and is in disrepair. The scope would be gain permission from the Commonwealth to utilize the property generating taxes, and then to remediate the property and rejuvenate nature into the location. Create a location that is a legal safe place for children to enjoy the sport.
