Remove downpipe from turbo first, the turbo seals could be blown. Then pull the turbo, if oil is not in exhaust manifold, definately turbo. I will bet on turbo seals.

Now remove the turbo from the manifold and see if the manifold is saturated with oil or filled with soot.

Turbo seals must be wiped out, either get a new one or try to rebuild your own. They have very tight tolorances. Just for giggles, check and see if the turbo shaft wobbles alot toward the housing, and end to end. If so, the bearing in the turbo caused the seals to pour oil. Easier than swapping an engine.

I would say the turbo is wiped out completely. You may be able to find a cartridge (the center section with the fins) for this somewhere and reuse your turbine (exhaust side) and compressor (Intake side) housings. Just be sure to line up the housings before you tighten all of the housing bolts.
