If the pump mark is 1/16 to the right as you are looking at the engine from the front, then it is advanced, not retarded. As for your mileage, sounds like a bad injection pump.

I am looking at the mark in the "driving direction", 1/16 inch too the right.

If you are looking at the mark from the drivers perspective, the timing is retarded. Advance the timing to 1/16 past the line in the other direction and give it a try. Diesel rattle should increase as timing is increased.:grd:

Your MPG is way off, especially if you aren't towing a heavy trailer or driving at very high speed. Are your tires larger diameter than the usual 235LT85R16 tires? I put larger tires on one of my Ford pickups one time and my MPG dropped around 2 MPG. If you are towing a heavy trailer then a 4.10 rear end would give better MPG. I had a friend that ordered his pickup with a 4.10 and his MPG with his diesel was around 9 MPG when towing his heavy trailer. The problem was the factory didn't put in a 4.10, but a 3.17 as I remember. He had the dealer change it to a 4.10 as ordered.

If you move your pump timing to 1/16th in. to the left of the mark then your MPG should improve. You should be getting 17-18 MPG unloaded and not towing.
