What would give more airflow and faster spool of the turbo--hot and cold intercooler tubes or a cold air intake (Banks or S&B)?

I the intercooler is fine. the tubes is the first step since they are undersized. The intercooler has 3" connections. it should be fed with same size or larger tubes. I did the tubes (both) and it made a huge difference. I also insulated the IC outlet tube (cold side) just to help even more.
